The Dilemma, Development and Turning of the US Central Asia Strategy

Abstract: Since the independence of the Central Asian countries, the US Central Asia strategy has experienced four stages: transition and preparation; large-scale entry and rapid expansion; policy adjustment due to setbacks; and being rational and pragmatic. Although the emphasis has been placed on different areas in different periods, the strategic objectives of the US Central Asia policy basically focus on three key aspects: security interests, economic interests and human rights. The general trend of development is that the importance of security interests tends to decline, economic issues have become increasingly prominent, the human rights issue is difficult to avoid, so the US has to find a balance between the interests and values. Considering the global interests of the US and Central Asia's strategic position, it is natural that the US would try to get in touch with Central Asia, but geographical distance and cultural difference are the deficiency preventing the US from promoting its strategic objectives. The US Central Asia strategy in the future is bound to seek a balance between strategic vision, real interests, and available resources.
