On the State Ecological Management Modernization

Abstract： To promote the ecological management modernization with Chinese characteristics and strengthen the construction of socialist ecological civilization is the fundamental measure to crack energy resources and environmental pollution, build a beautiful China and Chinese people can thus realize sustainable development. It is not only an important component of the overall layout of the “Five in One”, but also an important part of building a moderately prosperous society. Ecological management modernization with Chinese characteristics includes two aspects of governance system modernization and governance capacity modernization. Ecological management system and ecological management capability is a complementary organic whole. Ecological management system determines the strength of ecological management capabilities fundamentally, in turn, ecological management capability affects the performance of ecological management system. To promote ecological management modernization with Chinese characteristics, we must draw on the achievements of the world's ecological governance practices, adhere to the social form of socialism with Chinese characteristics as a precondition, take excellent Chinese culture as the basis, build a beautiful China as the goal, correctly handle the relationship between the nature and human as the core, take construction of ecological civilization into the economic, political, cultural and social aspects of the construction and the entire process for the request, explore the full range of modernization path in terms of the concept of governance, governance body, governance measure and governance mechanisms, and strive to create a modern ecological management system to ensure sustained and healthy development of economic society. To do this, we must follow the overall layout of “Five in One” and the strategic layout of “four comprehensives”, firmly establish and implement the innovation, coordination, green, open, and shared development concepts, and promote new development practice with a new concept of development. In accordance with the requirements of Mr. Xi Jinping, we should adhere to goal-oriented and problem-oriented unity, adhere to co-ordination of domestic and global perspective, adhere to coordination of comprehensive planning with focused issues, adhere to the strategic and operational combination, make great efforts to solve the outstanding problems and obvious shortcomings in China's ecological governance, and accelerate the construction of ecological civilization and ecological modernization governance processes.
