On the Government-led Modernization of National Governance

Abstract: The "government-led" development model can be regarded as a development model in which the government plays the leading role. This kind of development model is reflected in the political, economic, cultural and other aspects, rather than be confined to the economic field only. Government-led economic and social development is the product of the special development stage, and does not have universal significance. The government can only respect the inherent laws governing economic and social development rather than replace the laws. The achievements made since China's reform and opening up is not led by the government, but results from the government's self-reform and weakening of its leading role. Further reforming the government-led system and promoting market economy, political democratization, law-based governance and social autonomy are the inevitable requirement for realizing the modernization of the national governance system and governance capacity.
