From Disagreement to Agreement

—On Russia's Strategic Adjustment and Choice under the "One Belt and One Road" Initiative

Abstract: Since the 1990s until the early 21st century, the Sino-Russian cooperation in the economic and trade fields has been moving forward, yet it is not enough to reflect the level of the political relations between the two countries. With the deepening of their relations, Russia's suspicion over China's development has gradually weakened. After 2013, a mechanism concerning the regular meeting between the heads of state and government of the two countries has been established, which helps to promote the smooth development of Sino-Russian relations and also contributes to the rapid development of Sino-Russian economic and trade relations. In May 2014, President Putin made it clear that Russia supports China's "One Belt and One Road" initiative. In April 2015, the Russian government announced it will join the Asian Infrastructure Investment Bank. The decisions were made partly out of the strategic consideration of the situation, and partly based on Russia’s development need to shift its economic focus toward the eastern region. The Chinese and Russian economies are highly complementary. With a stable comprehensive strategic partnership, they can continue to promote close cooperation in technology, military industry, agriculture, forest industry, and energy.
